ACC Commissioner Dr Nasiruddin Ahmed claimed that the government staff and officials were behind the question paper leakage across the country.
Dr Nasiruddin Ahmed came up with the allegation while he was in a meeting with Education Minister Nurul Islam Nahid at the ministry of education in the capital on Sunday.
During the meeting, he also suggested that the governing bodies of all educational institutions in the country should keep online records of their regular activities.
However, in reply, Education Minister Nurul Islam Nahid said teachers are the real perpetrators behind the social menace.
''Many suggestions were made to contain the leak of question papers. One of the suggestions is to print question papers half an hour before the tests start," Nahid said.
''But, it doesn't matter whether we print questions half an hour early as we realised that it's the teachers who leak the questions,'' he added.
